CHUCK NEWPORT, FOUNDER

"I've worn a lot of hats since I came to Central Oregon in the 1970's," laughs Chuck. A contractor here since 1974, some of his other "hats" have included EMT and firefighter for the Camp Sherman Fire Department, leading his string of pack horses to deliver equipment for high school outdoor educational expeditions, and partnering with the Oregon Department of Fish and Wildlife to build a fish ladder at Blue Lake. Now  retired, Chuck served for many years as a board member for the Upper Deschutes Watershed Council and president of the board for the Sisters-Camp Sherman Fire District. His legacy of  conservation and community involvement continues to inform the direction of our company and our approach to building.  

PROJECTS AND PHILOSOPHY

 

Chuck's first construction project was a personal one. He built one of the first homes in Black Butte Ranch for his parents. Many of the people he worked with on that project became life-long friends and colleagues. Fast forward 42 years, and his building philosophy is still centered around working with quality materials and local people.

 

Construction Management Services, Incorporated is a licensed and bonded corporation doing business in western Deschutes and Jefferson Counties with a central office at 221 S Ash Street in Sisters, Oregon. Founder Chuck Newport has been a general contractor, building custom homes and commercial projects in this area since 1973. The company name of Construction Management Services was adopted in 1984 and Incorporated in 1993.

 

The company generally employs 5 to 15 people depending on how much work is under contract. There is a full time office manager and a construction supervisor assigned to all major projects.  Five carpenters have worked for CMS for between 8 and l5 years and are highly skilled tradesmen.

 

On residential and light commercial projects Construction Management Services generally subcontracts excavation, HVAC, plumbing, electrical, insulation and drywall. A project supervisor is on the job everyday providing efficient coordination of subcontractors and material delivery. All exterior and interior finish work is done by company employees, and in many cases they also do all the framing. This approach to projects insures the most attention to detail and the highest quality finished product. In addition, our complete wood-working shop is used to fabricate the most custom details imaginable to the highest standards of quality.

 

Construction Management Services has the experience, manpower and equipment to handle any type of construction project from the most complicated and detailed custom residence to medium scale commercial facilities. A working knowledge of CADD drawing systems and comprehensive use of digital photography are important tools available at CMS for modern design and construction. Computerized estimating, scheduling and billing formats provide accurate and detailed accounting of all phases of construction and a friendly, competent staff is dedicated to make the building experience pleasant, rewarding and cost effective.
